Easy Chest to Farm on Borderlands 2
I don't think they're more likely to appear in Dahl chests? All chests in the game have a chance to contain them. E-tech guns often turn up in the Sanctuary loot chest but other than that you're best bet is farming red chests.
I really like Frostburn Canyon, 'cause you can combine it with Scorch / Spycho to go past 2, or include Clayton to get 4. Another good way is to accept the mission Rocko's Modern Strife which clears Thousand Cuts of bandits. There are 2 red chests there.
Quickest red chest per roll, and sorry to those who have heard this before, the Hero's Pass last red chest. Right before the Warrior's vault. Travel into the vault and back out again, save/quit/continue, and you will keep.spawning right next to chest. Boring as anything you can imagine, but you will get etech and quite a few legendaries too if you keep at it.
Personally, I like Southpaw Steam and Power. I run that a lot. It's short and you can run it quickly. There are only two red chests though.
I also like killing BNK-3R. There's the loot he himself drops, and there's a yellow Hyperion chest as well as one of the red Hyperion chests.
Digipeak chests. The golden chest in sanctuary.

Hehe, I do see they have their charm... but I can never forgive Southpaw after forcing my way through those suicide psychos and spiky Nomads in UVHM, to see one of the assassins drop a purple skin and watch it fall through the floor.
The best place to farm e-techs is after the dragons fight in tiny tinas assault on dragon keep. If you do not have this dlc, i'd recommend the leviathan treasure room in Captain Scarlet and her Pirate's Booty. After this it would probably be the train in Marcus saves Mercenary Day. My personal favortie is a washburn refinery run, you get three red chests that are fairly close together, and a fun map to run through. If you have no dlc the southpaw run has 2 red chests and is a fairly short map
My personal favorite...
In the Torgue DLC, in Pyro Pete's Bar there's two red chests up the lift behind Pete's arena. Its really fast and requires no killing, but once you unlocked the mission "Pete the Invincible" the lift becomes locked and will only unlock after defeating him, so there's a window here to take advantage of the two chests and the close spawn point.
But looting without killing feels like stealing, and I have morals, dammit.

And re: golden chest, it has no legen-drearys. I know OP specifically asked about etech, but I consider it a good thing to have a chance at oranges too, since they are mostly better than etechs.

I sort of refrained from saying this before, but I just wanted to point out that most of the E-tech weapons are garbage in comparison to other weapons of the same type. Except maybe plasma casters.

I love plasma casters and quite like a lot of the assault rifles; the launchers are pretty good too. I don't much care for darts and spikers.
